Ex-treasurer pleads not guilty to theft of foundation funds

Amber L. Wulff, 32, former treasurer of the Enterprise Education Foundation (EEF) and a former Enterprise School Board member, has pleaded not guilty to stealing money from the foundation.
Wulff, now a Scio resident, pleaded in Wallowa County Circuit Court to six Class C felony charges – four counts of first-degree theft and two of first-degree forgery – and four Class A misdemeanors, all second-degree theft charges.

“We have turned it over to the property authorities,” said EEF president Cindy Aschenbrenner. “When the case is settled, we will offer full transparency.
In an accusatory instrument filed Nov. 10 against Wulff by District Attorney Mona K. Williams, the defendant is charged with “knowingly committing theft of money … the property of the Enterprise Education Foundation” in 10 separate charges that occurred between July 29, 2007, and June 20, 2009.
In the first-degree theft cases the alleged amount taken was “$750 or more,” while “$50 or more” was involved in the second-degree theft charges.
The two forgery counts stemmed from an allegation the defendant “with intent to injury or defraud” and knowing them to be forged wrote a check July 29, 2007, totaling $1,000 or more, and a combination of two checks June 6 and June 20, 2009, court documents said.
Wulff, who was arraigned Nov. 18, entered her not guilty plea Thursday, Jan. 14. According to a hand-written notation on the plea document, the parties have 45 days to resolve the case or it will go to trial.
Wulff served as EEF treasurer from near the end of 2005 through part of 2009.

She was also a school board member from 2006 through the middle of 2009, and was Wallowa Valley Little League Association secretary.
As part of a release agreement in November, Wulff was ordered to have no contact with members of the EEF board of directors and not to serve as treasurer of a nonprofit.
Williams would not provide further detail. “I can’t comment at this time while the case is still pending,” she said.
