Commissioners to consider joining BESA

ENTERPRISE — Wallowa County will consider joining a Building Evaluation Support Agreement when the county commissioners meet Wednesday, April 23, at the courthouse.
A BESA is created in response to industry needs for increased resources for building official, plan review and inspection services. The Oregon Building Codes Division has created an intergovernmental agreement that will make it easier for local building departments to share resources directly with each other and with BCD. The BESA is a voluntary agreement that jurisdictions may use to request and share Building Official services between building departments, such as plan review and inspection services.
The commissioners also will consider an intergovernmental agreement between the Planning Commission and Harney County. This comes because the Oregon Department of Environmental Quality no longer has an Eastern Oregon staffer to do inspections. To help with service, Wallowa County is partnering with Harney County to schedule inspections in a timelier manner, with DEQ’s approval.
The meeting begins at 9 a.m. in the Thornton Conference Room of the courthouse at 101 S. River St. in Enterprise. This is considered a “special” meeting because the commissioners were unable to hold a meeting on their regular meeting date of April 16.

The commissioners also are expected to approve:
- The minutes from an April 2 work session they had with recycling representatives.
- The minutes from an April 8 work session they had with representatives of the Joseph Branch Trail Consortium.
- A resolution to name new members to the Wallowa Union Rail Authority Board. Commissioner Susan Roberts has asked to be relieved of that responsibility.
- A resolution to appoint a member to the Early Learning Hub Board.
- A request for $3,000 for signage and an overhead for the Mountain High Broncs & Bulls. The event is scheduled for Saturday, June 21, at the Harley Tucker Memorial Arena in Joseph.
- An interfund transfer of $8,000 from the General Fund to Youth Services.
