Effie Pearl Burns

June 28, 1995 –– July 11, 2017

Effie Pearl Burns, 22, passed away July 11 in a tragic car accident. Her two-year-old son survived the wreck without injuries.

Effie’s Celebration of Life will be 1 p.m. Saturday, July 29, at the Wallowa High School Gym.

Effie was born in Portland June 28, 1995, at 12:15 am. She was then adopted Aug. 7, 1998, with her older sister Angela to her parents Robert and Audra Burns.

Effie’s interests as she grew older were horses, outdoors, sports and music. She participated in 4-H with her horse and also loved to ride bareback at home. When the outdoors called her name, she would ride four-wheelers, go camping, hike the mountains, float the river and shoot her gun all while enjoying the company of her family.

Effie enjoyed playing sports with her older sister, which included basketball and softball. She also participated in volleyball. She was active in all aspects of the band and played the clarinet. She then later taught herself to play the guitar. She enjoyed writing her own music and performing for her family.

Shortly after high school, she met the love of her life, Joe Starner, and created a new life with him. The following year they were blessed with the news of their family extending. Jameson Drew Starner was then born July 9, 2015.

Effie is survived by her father and mother, Robert Burns and Audra (Jim) Allen; older sister Angela (Shea) Swedin and two nephews; younger brother Gabriel Burns, all residing in Wallowa. Also survived by her significant other Joe Starner and son Jameson Starner residing in Welches, Ore.

A Gofundme account has been established in memory of Effie to cover all unexpected expenses.

Spencer, Libby and Powel Funeral home in The Dalles, Ore, is in charge of arrangements.
