LETTER: Stick to permit’s pertinent issues

To the Editor:

We write in reference to the application for a conditional-use

permit for a bed-and-breakfast near Joseph.

There are three issues which have been raised formally or

informally which we strongly urge the commissioners to disregard as

inappropriate.

First, the permitting process must not be affected by the presence

or absence of wolves in Wallowa County. The arrival of wolves in

our county has given rise to strong feelings, both for and against.

There is no basis in science or logic, however, for believing that

any wolf will be more or less likely to be present on any

particular private non-farm parcel because of a bed-and-breakfast

as opposed to any other non-farm use.

Second, this important decision must not be affected by the

perceived social or political views of the applicants (or the

opponents). Our county has benefited greatly from the diversity of

viewpoint represented by our heritage of farming, ranching, and

logging as well as newer businesses (including tourism) and recent

arrivals, including artists and retirees.

These two eras are even merging with the recent urban marketing of

our farm and ranch products. All contribute mightily not only to

our economy, but also to our community knowledge and wisdom. New

people have brought new life and new ideas. Sometimes this is

uncomfortable for those who came before. We must honor these

differences by setting aside, in decisions like this, the idea that

any particular social or political view or affiliation is relevant

to this basic exercise of governmental authority. 

Third, as to possible animus based on national origin, either of an

applicant or an opponent, such a consideration is prohibited by

law. It must not be a part of any decision-making.
